Anyone who wants to relocate to Cozumel for a period more than six months needs to have immigration papers, which are called an FM3. It is a temporary immigration document that is good for five years and can be renewed each year. You can obtain it at the Mexican consulates in both the US and Canada. You can also get it in Mexico if you travel in on a tourist visa. Once you have had an FM3 for five years, you can apply for your FM2. It is also good for five years. After you have had an FM2 for five years, you can apply for permanent status. Many people use an attorney to help them with their paperwork.
